dev-python/pyilmbase: bump to 2.3.0

* remove version 2.2.1 ebuild (missing ilmbase version)
* remove multilib-minimal and toolchain-funcs inherits: latter is not
needed, first doesn't make much sense, because python isn't
multilib-aware
* sort dependencies
* remove unneeded funtions (pkg_setup, src_prepare)
* improve src_install
