media-gfx/gimp: bump 2.99_pre20200417 (GTK 3 version)
Main motivation behind this work is bringing GIMP which is able to
reasonably work with Wayland and doesn't require installing live ebuild
version.
This development version of GIMP is enough to do basic graphic tasks
with pictures.
